Hawke's Bay Civil Defence says rivers in the area, except the Lower Tukituki, have returned to normal flows and the swell has also receded.
Metservice says that as the bad weather heads south, the heaviest falls are expected over the central plateau, the Kaikoura Ranges and Canterbury.
